At this presentation you will learn that what is planned on paper can only be properly implemented through good leadership. Using the country’s homeland security policy as a case study, you will learn that even though excellent analysis and plans have been produced, many feel that we are still not much safer than we were prior to 9/11. This is partially due to the lack of proper implementation and enforcement of these plans and programs, most of which can be attributed to a poor leadership practices.
